Threat actor and Hacktivist, Dark Hell 07x, in alliance with DR SHELL 08X and Jokeir 07x, has claimed responsibility for a breach of two critical Nigerian government platforms: the Nigerian Centre for Disease Control and Prevention (NCDC) and the Federal Road Safety Corps (FRSC).
The actors posted videos of their unauthorized accesses to:
- The CIF Verification portal of the NCDC, with PII of a patient displayed, including COVID-19 test results.
- The Annual Performance Evaluation Report System (apers.frsc.gov.ng), where details of FRSC personnel were exposed, including personal data and official photographs.
The attackers issued a manifesto laced with racially charged and geopolitical motive, threatening wider campaigns against African nations in defense of Moroccan sovereignty. Their post states:
“We will attack every country for one black person… This is the fate of those who try to play with your Moroccan sovereignty and its people.”

These incidents mark a shift in the modus operandi of North African hacktivist collectives, blending cyberwarfare with geopolitical grievances. The targeting of health and transport agencies suggests an intent to disrupt national infrastructure and incite fear, not merely deface websites or exfiltrate data.
